March 11, 2008 Meeting Minutes
HinghamTown Hall
1.Chair Joe Bierwirth called the Advisory Committee meeting to order at 7:38 PM.
2.The Committee reviewed and approved the minutes from the March 3rd and March 4th meetings.
3.Personnel Board:
Mike Puzo, Chair of the Personnel Board, provided an overview of Personnel Board activities for the past year and a preview of the coming year.Negotiations with the Police Patrolmen's Union and Firefighters are complete.Substantial progress has been made with the Police Officers and DPW bargaining units.Negotiations are ongoing with the other bargaining units such as the Library.
The Advisory Committee voted on the following two Warrant Articles:
·Personnel Board – Salaries of Town Officers: Favorable, unanimous.
·Report of the Personnel Board: Favorable, 8 yes and 1 abstain
The Advisory Committee voted favorably on a motion to reopen the Police Payroll budget for FY2009.The Advisory Committee voted favorably a Payroll budget of $4,030,944, as shown on Attachment A.
The Advisory Committee voted favorably on a motion to reopen the Fire Payroll budget for FY2009.The Advisory Committee voted favorably a Payroll budget of $4,077,611, as shown on Attachment A.
4.Warrant Articles:
The Advisory Committee voted on the following Warrant Articles:
·GreenbushLand Conveyances:favorable
·Assessors – Property tax deferral interest rate:7 favorable and 1 no
·Sewer – Mill Street Pumping Station:favorable
5.Reserve Fund Transfers:
The Advisory Committee voted favorably to transfer $17,850 from the Reserve Fund to the Harbormaster for repair of Town floats for the coming season.
The Advisory Committee did not vote on a request from the Historical Commission for a transfer to print handbooks.
6.School Budget:
Dot Galo and David Killory presented the final School Department budget for FY2009.The School operating budget is $35,204,147, which is approximately a level services budget. The only new initiative is a continuation of math adoption programs. The budget represents a 4.96% increase over the FY08 approved operating budget. The Advisory Committee voted favorably on the budget, as shown in Attachment A.
7.Community Preservation Committee Projects
Phil Edmundson, Chair of the CPC, along with fellow Committee members, updated Committee members on the Warrant Articles for Historic Preservation projects.An update was also provided on the Open Space articles, however no votes were taken.
The Advisory Committee voted on the following CPC Warrant Articles:
·CPC – Historic Preservation:Favorable, 9 yes and 1 abstain.
·CPC – Underground Utilities: Favorable, unanimous.
The meeting was adjourned at approximately 11:45 PM.
The next Advisory Committee meetings are scheduled for 3/13/08 and 3/18/08, and tentatively 3/19/08 as well in the event that business cannot be completed at the 3/18 meeting; all meetings at 7:30 PM.
