The meeting was called to order at 8:02 a.m.  Commissioners Demko, Monahan, and Salerno were in attendance.  Also attending were Jim Dow, Randy Sylvester, Jim Dow, Steve Pedersen, Mary Power, and several residents from Ship and Cottage Streets.

Commissioner Salerno opened the meeting by taking the following items in turn with his comments, those of the other Commissioners, Jim Dow, Randy Sylvester, and questions and comments from the audience.

A survey will be sent to each resident in the area providing answers to many potential questions.  The results of the survey will be tallied to determine the degree of interest in the project in the affected area.

Commissioner Salerno explained that it is past practice that streets that are geographically connected are done as one project.  To divide the streets into two or more projects would increase administrative costs as additional bookkeeping would be required to keep the project costs separate.  He did express the thought that if one street wanted the project and the other did not, the Commission might consider doing just the one street.  They would not, however, consider doing only a portion of a street.

Commissioner Salerno expressed the opinion that Cottage Street should be done as a low pressure line in order to keep costs down.

The town would provide the pumps to the residences that will need them as part of the project to be bettered out.  The resident must pay to have the pump connected and any other costs associated with tying in via grinder pump.  One resident suggested that there should be two different betterment amounts for those who need pumps and those who do not.  Since the use of pumps is necessary for some units on the low pressure line, the pumps are considered part of the project.  The alternative would be to do a gravity line, with each unit receiving an equal betterment, at an additional cost of about $70,000.

Yes.  The owner of that property is in favor of the project.

Yes.  Those properties have street addresses on the two proposed streets and will be included in the project with laterals run to their property lines.

It was moved, seconded, and voted unanimously  to act in accordance with the above outlined points.

There will be a public meeting held in the evening to discuss the matter further after the surveys have been returned.

Veolia presented a proposed underground asset management study but we are still waiting for their specific proposal with cost estimates.  Jim Dow will contact them.

It was moved, seconded, and voted unanimously to accept the minutes of the 11/1/11 meeting with one correction.

Jim Dow brought a problem with the Town Hall pumping station to the attention of the Commission.  It is being worked on.  Randy Sylvester stated that he would like to see pressure gauges installed at all stations.  Michael Salerno suggested this be brought up at the next Capital Outlay meeting.

Michael Salerno announced that the meeting rooms are being wired so that meetings can be videotaped and that the cassette recorder would no longer be necessary for taping meetings.

The meeting was adjourned at 9:12 a.m.
