[ARCHIVED] Departmental Spotlight: Treasurer Collector

Overview:

The Treasurer/Collector’s Office is in Town Hall on the 1st floor on the right if entering through the front door.

The Treasurer is the custodian and manager of all the Town’s cash. All Town funds come into and go out of the Treasurer’s office. The Treasurer issues long and short-term debt, makes debt payments, manages debt schedules, and disburses payroll and vendor payments.

The Collector processes all tax commitments for billing and collection of real estate, personal property, motor vehicle excise, and boat excise tax. The Department also collects sewer bill payments, issues Municipal Lien Certificates, and provides customer service to taxpayers, banks, attorneys, and tax services.

What should residents know about the Department?

The combined offices of Treasurer and Collector issue and collect over 35,000 bills annually. Real estate tax bills are mailed twice a year and collected quarterly.

The first commitment of Motor Vehicle Excise Tax Bills is issued in February. Subsequent commitments are issued throughout the year if there has been a new vehicle purchase or owner change after January 1st.

Payments can be received by mail, in the office, in the drop box at Town Hall, or online thought Invoice Cloud.

All bills are mailed to the owner of record. If there has been an address change or a new property owner, it is the taxpayer's responsibility to provide the correct information to the Department. Failure to receive a bill does not negate penalty and interest charges.

  • Lori-Ann Magner has been the Hingham Treasurer/Collector since 2022. She has worked in the office for 21 years.
  • Marijane Deitsch is the Assistant Treasurer/Collector. She has worked for the Town for 10 years and in the Treasurer/Collectors’ office for seven years.
  • Nancy Leahy is the Revenue Receipt Administrator. Nancy is the Dean of the Treasurer/Collectors’ office, having worked there for 37 years!!!
  • Brittany Gianibas is a Tax Receipt Clerk. She has worked in the Treasurer/Collectors’ office for two years.
  • Ann Larracey recently joined the team as a Tax Receipt Clerk.
  • Jen Doan is the Municipal Lien Clerk and has worked in the Treasurer/Collectors’ office for four years.

REAL ESTATE TAXES

When are real estate taxes due?

The real estate taxes are due Aug 1st, Nov 1st, Feb 1st and May 1st. If the 1st falls on a day the office is closed they are due the following Monday.

What time period do they cover? 

The quarterly payments cover the month prior, the current month, and the following month.

How can I pay my Tax bill?

Is there auto pay for Taxes?

Yes, auto pay can be set up through the Town of Hingham webpage with Invoice Cloud.

I am a new owner of a property in Hingham, how do I get a tax bill?

Call the Treasurer/Collector’s office at 781-741-1408.

I sold my property in Hingham, why am I still receiving a tax bill?

MA General Law requires that tax bills be sent to owners of record on January 1st for the fiscal year that runs from 7/1-6/30 annually. The Assessing Department enters deed information during the year that'll become effective as of 7/1 in the next fiscal year.

Can the fees and interest be waived on the tax bill since I never received a bill?

No, it is the obligation of the taxpayer to seek out a bill if one is not received; fees and interest will not be waived. The Town is not responsible for bills lost in the mail.

SEWER

When will I receive my Sewer bill?

Sewer is billed bi-annually. The preliminary bills go out in December and are due in January. The actual bills go out in May and are due in June.

If I have questions regarding payments or paying the Sewer bill, whom should I contact?

How can I pay my Sewer bill?

Is there auto pay for Sewer?

Yes, auto pay can be set up through the Town of Hingham webpage. Payments are made through a third party company, UNIPAY. Need Assistance? Call 1-877-227-1157 or email support@unipayteam.com.

Outstanding Sewer bills will be moved to Real Estate

If your Sewer bill is left unpaid after November 15th it will go onto your next Real Estate Tax Bill as a lien and the Sewer account will show a zero balance.

MOTOR VEHICLE AND BOAT EXCISE TAXES

When will I receive my motor vehicle excise tax?

The first commitment of bills goes out in February and are due in March each year for any vehicle registered as of January 1. Subsequent bill commitments are billed throughout the year.

When will I receive my boat excise tax?

Boat excise tax goes out in November and is due in January.

I sold or purchased a new vehicle throughout the year, what do I do?

Please contact our Assessing Department at 781-741-1455 to see if you qualify for an abatement.

I no longer live in Hingham, am I still going to get excise tax bills?

If you move, please make sure to update your address including your garaged address with the MA Registry of Motor Vehicles and with your insurance agent.

What should I do if I am flagged at the Registry for a motor vehicle bill?

Call the Deputy Collector, Linda Kelley at 781-616-3953.

MLC

How do I request a Municipal Lien Certificate?

Please fill out the form provided on the Town of Hingham webpage. A self-addressed stamped envelope is required, along with the address and Parcel ID. It must be noted on the request if the information is needed for a sale, refinance, or foreclosure. Please see the chart referencing MLC fees.

The fee schedule per MGL Chapter 60 §23B is as follows:

Land less than 1 acre with no permanent structure      $25

Land with no more than 1, 2, or 3 family residence      $25

Residential condominium                                           $25

Farms, forest land, and all other                                 $50

Land more than 1 acre with no permanent structures  $50

Land with residence for 4 or more families                  $100

Land with commercial, industrial, or utility structures    $150

Commercial condominiums                                        $150
