    Note:
Route 3A (State Owned Highway) operates under constrained conditions under existing peak summer months due to the large seasonal fluctuation in traffic volumes resulting from the waterfront recreational opportunities in the Towns of Hingham and Hull.  The corridor is not pedestrian friendly and the connection between Hingham Square and the Waterfront is ostensibly cutoff. The goal of the project is to offer safety improvements that integrate Intelligent Transportation Systems such as cameras and vehicle detection systems, to monitor and improve traffic flows and to improve access to the Downtown Hingham Business District, Hingham Harbor and related business and recreational opportunities. Also, to promote and improve pedestrian and bicycle access through the improvement of sidewalks, landscaping and traffic control devices.  Accommodations for trucks and buses will be enhanced through geometric improvements, and the integration of an emergency vehicle pre-emption system that will provide for safe and efficient emergency vehicle travel through the project area.
